Towards more coordinated patient management

From 6 to 8 April 2016, LIST participated in the Med@Tel international forum which was held in Luxembourg.

At LIST's stand, visitors could see the GECAMed solution in detail, which is a secure open-source platform, developed by researchers from LIST in partnership with doctors, for the management of medical practices. GECAMed allows healthcare professionals to easily locate many documents such as prescriptions and biological test results. Launched in 2005 with the support of the Ministry of Health, GECAMed has constantly been adapted and improved to meet the needs of healthcare professionals. For the past two years, LIST researchers have been working on the technical integration of GECAMed's solution into the national eSanté platform. They therefore created a new version which integrates patient data from shared medical records (DSP) in a user-friendly and transparent way, while strictly complying with the data-security and data-protection guidelines established by the eSanté Agency. Thanks to these new developments, the many doctors who use GECAMed are no longer required to switch between the web interface of the eSanté platform and GECAMed. With GECAMed, they have direct access to all their patient documents, including shared medical records. Another project presented at the LIST stand was the European e-SENS project. The objective of e-SENS is to improve cross-border access to public services within the European Union and to support the development of a digital single market. LIST is contributing to the project by setting up a sustainable model and governance structure for the future cross-border electronic-services platform, as well as by being involved in tasks related to the infrastructure, semantics, security and interoperability of the system at a European level. LIST is also involved with the eSanté Agency in the pilot healthcare project being carried out in Luxembourg. The purpose of this pilot project is to develop and validate solutions for electronic healthcare data-sharing with other European countries. Last December, Luxembourg participated with eight other European countries and the European Commission's Healthcare Directorate in testing compliance of the OpenNCP tool with technical specifications for the cross-border exchange of patients' records and electronic prescriptions. The OpenNCP tool, developed as part of the e-SENS project, includes three components: electronic patient identification, non-repudiation by supplying evidence of the healthcare provided, as well as research on cross-border healthcare capabilities. In April 2015, LIST and the eSanté Agency had already successfully tested the OpenNCP tool at the IHE-Europe Connectathon, which was held in Luxembourg.
