European Trainer’s Training and Certification

INSPIRATION

The European Union promotes the mobility of workers between Member States, however the profession of trainers in the field of continuing education and training (CVET) is not regulated in most European countries. If certification may exist at national, sectoral or organisational level, but not at a European level. This makes comparing qualifications from different countries difficult and hinders the mobility of trainers, who may need to acquire a specific national certification before they can work in a given country. Developing an EU-wide certification for this profession would eliminate this barrier and make it easier for trainers to work in other countries.

INNOVATION

CertiTrain, a Leonardo Da Vinci-funded project coordinated by Luxembourg Institute of Science and Technology (LIST), runs for two years with the aims to map the existing train-the-trainer programmes and certification in the participating countries, to discuss what should be the scope of a Trainers competence matrix by using competence requirements identified in the partner countries, to identify current competence requirements for trainers in the countries participating, to derive common competence areas (working tasks of European Trainer) from the various competence requirements), to identify if train-the-trainer programmes for CVET trainers are referenced to National Qualification Frameworks, to identify if train the trainers trainings are certified and how. The project undertakes a survey of CVET competency grids used in the partner countries of Luxembourg, Germany, Austria, Switzerland and France and map the state-of-the-art of train the trainer programmes and certification. It also identifies new partners for a follow-up project including training organisations and public funding partners.

IMPACT

CertiTrain provides an analysis of the need for and interest in an EU-wide certification for CVET trainers, as well as an analysis of existing CVET certifications in European countries. It acts as a first step towards a future project that would define a European trainer competency grid, a "train the European trainer" programme, and a new certification applying the European Qualifications Framework (EQF) and European Credit System for Vocational Education and Training (ECVET).
