Online session on the declaration of hazardous mixtures in Luxembourg

 

The REACH&CLP Helpdesk Luxembourg organise an online information session on Annex VIII of the CLP Regulation and the requirements related to the declaration of hazardous mixtures in Luxembourg. This session will be organised on Wednesday, 9th of November 2022 from 14:00 to 16:30.

In the framework of the CLP Regulation, companies are required to declare the hazardous mixtures they place on the European market, in accordance with Article 45. Information on these hazardous mixtures must be provided to the national body responsible for for receiving information relating to emergency health response.

In Luxembourg, Article 45 CLP is implemented by Article 10 of the Law of 16 December 2011 (Paquet REACH). Article 10(1) identifies the Ministry of Health as the body responsible for receiving information relating to the response to health emergencies. In June 2015, Luxembourg and Belgium signed a cooperation agreement with the Brussels Poison Centre according to Article 10(4) of the Law of 16 December 2011. Since then, the Belgian Poison Centre is appointed as the body responsible for receiving the specific information required by Article 45 CLP for all hazardous mixtures placed on the market in Luxembourg.

On 22 March 2017, a new regulation has been published ,which is introducing a new annex to the CLP Regulation (Annex VIII) and providing more precise legal framework for the information that need to be declared and the format to be used. This regulation also introduces new elements such as the Unique Formulation Identifier (UFI), which is a unique code that must be printed on the product label.

The REACH&CLP Helpdesk Luxembourg organises an online information session to inform companies about how practically prepare a declaration for Luxembourg. In fact, since beginning of 2022, notifications of hazardous mixtures can be made to the Belgian Poison Centre via the e-delivery system of the ECHA PCN portal, additionally to the national system that remains in place. This session will also provide a reminder on the regulatory requirements. It will also be an opportunity to show to companies how the data from their declaration are managed in the Belgian Poison Centre system.
