Deliveries in the Luxembourg City’s Gare district put under the microscope

As part of the LaMiLo: Last Mile Logistics project cofinanced by the ERDF INTERREG IVB NWE programme, which brought together 15 European partners with the aim of making urban delivery greener and more efficient through new practices in logistics, LIST researchers conducted a study on the logistics practices of delivery drivers and retailers in the Luxembourg City’s Gare district last autumn. With about 20 delivery areas for more than 200 retailers, this district constitutes, together with the City Center, the commercial heart of the city.

The study gave a detailed picture of the current situation: deliveries last on average 18 minutes, retailers receive deliveries from Monday to Friday and mainly in the morning, leading to traffic disruption, the goods delivered are mainly packages, and pallets, even if they are under more constraints regarding their size and handling, account for 13% of deliveries. It also highlighted the difficulties faced by delivery drivers in their daily work: many of them complained about the difficulty to find a place to park and asked for more delivery areas. Finally, most of the vehicles are registered in Luxembourg and are often light trucks.

Based on the study, several areas of improvement have been suggested by researchers to minimise traffic disruption and facilitate deliveries:

  • to spread deliveries over the day
  • to better control delivery areas
  • to simplify the signage of delivery areas
  • to harmonise the regulation of delivery areas

Thanks to this study, data on urban deliveries in Luxembourg City have been published for the first time. This key information has already been sent to the relevant Luxembourg authorities, including the Ministry of Sustainable Development and Infrastructure which is currently considering new urban delivery models, as well as Luxembourg City and the Luxembourg-City Trade Association (Union des Commerçants de la Ville de Luxembourg - UCVL).
