Many cities in North-West Europe still rely heavily on private cars, amajor source of energy use and carbon emissions. As Low Emission Zones (LEZs) expand, they often bring unintended side effects likesocial exclusion and poor access totransport. At the same time, urban space, housing, and energy systems remain disconnected from mobility planning. Without coordination andsmarter solutions, the transition to cleaner transport risks leaving people behind.
STEER-NWE is here to change that.The project supports six majorcities and regions to pilot inclusive,sustainable electric carsharing solutions. By connecting mobility with public space, housing, and renewable energy, STEER-NWE helps reduce emissions andimprove access. Together with communities, we’re co-creating practical tools, testing new ideas, and building capacity among local leaders to make clean mobility areal alternative for everyone.These efforts are backed by astrong focus on collaboration.STEER-NWE brings together local authorities, researchers, energy providers, and mobility experts across six countries to share knowledge, innovate together, and replicate what works. This collective approach ensures that solutions are not only effective but also scalable and adaptable across the whole North-West Europe region.
By the end of the project, STEER-NWE is planned to have saved over 1,000 tonnes of CO₂, introduced three innovative e-carsharing models,and trained more than 120 professionals across the region.Through a digital Toolkit, a transnational Roadmap, and real-life pilot results, cities and regions will be empowered to scale up energy-efficient mobility and make e-carsharing work for people, not just policies.
Using digital tools and community-based co-creation, STEER-NWE will empower public authorities to develop integrated, energy-efficient, and inclusive e-carsharing approaches. Following a dual peer-to-peer approach, 6 cities will pilot 3 novel complementary approaches to e-carsharing, combining digital tools with the optimisation of public spaces, housing, energy grids & governance models.
