Data-Driven Energy Transition (NCER-D2ET)


Luxembourg is at a turning point in its energy transition. Every choice—whether about electricity, heat, gas, or hydrogen—affects the entire system. Guided by the Pacte national Énergie Climat (PNEC), the country is striving to cut emissions, expand renewables, and build an energy system that is sustainable, affordable, resilient, and fair.

This is the vision behind NCER-D2ET, a national initiative that unites science, society, and industry to shape a data-driven and human-centered energy future.

At the heart of this initiative co-funded by the Luxembourg National Research Fund (FNR), the Luxembourg Institute of Science and Technology (LIST), the Interdisciplinary Centre for Security, Reliability and Trust (Uni-SnT) of the University of Luxembourg, and the Luxembourg Institute of Socio-Economic Research (LISER) are joining forces with leading energy players CREOS and ENCEVO, while engaging citizens and regulators. Together, they are co-creating a nationwide decision-support and digital twin platform - a powerful tool designed to drive smarter, faster, and more trusted energy decisions.

This platform will:

  • Allow researchers to test new models and approaches,
  • Enable companies and local actors to simulate solutions before investing,
  • Empower citizens to make informed, sustainable choices,
  • Provide policymakers with robust evidence for better decisions.
